I think he shuld return it back on a certain condition.. D road safety guy must provide d missing papers he didn't have dt lead to d charges he placed on him to take his 2K. Whatever be d case d road safety guy should get it for him, a new one + his 2k oh. After dt he can get his phone back so dt d young man will have to drive freely knowing dt his papers or wateva is complete.
